I have the honour to forward for your
information copies of a minute and report by the Superintend-
ent of Imports and Exports concerning the seizure of certain
documents relating to the financing of shipments of Persian
opium on the 8.5. *Philadelphia". Two recent voyages of thi
ship are referred to in the confidential despatches dated
3rd December, 1925 and 7th September, 1926, from the British
Resident, Bushire, to His Majesty's Principal Secretary of
State for Foreign Affairs.

There is no objection on the part of this
Government to the substance of the Superintendent of Imports
and Exports' report being communionted to the League of
Nations, but I would request that the names and addresses
mentioned should not be given.
3.
Copies of this despatch and its enclosures
are being sent to the Resident Bushire, and to the Consul-
General at Canton and the Consul at Swatow.
